Deliberative Practices in Online Platforms for Participatory Budgeting

Contemporary politics is afflicted by political discontentment. Evidence across many advanced democracies points to development of anti-politics orientation among citizens. Studies indicate the European countries have not shown a clear improvement in their levels of quality of government during the last two decades. Even the Nordic Countries with a long standing tradition of cooperation and higher level of trust in local governments face challenges of the growing complexity of society leading to democratic deficit. One of the popular solutions is adopting the new practices by the government in order to give citizens a more direct say in the political decisions and channel the discontentment in a more efficient way making use of new communication technologies. These practices are conventionally referred to in literature as Democratic Innovations. However there is little comparative empirical research on the impact of democratic innovations on the quality of democracy; no standards for the impact of democratic innovations on the certain dimensions of democracy have been developed; most of the studies are limited to small scale local experiments. Besides, many studies address challenges of the Global South.
